The Catalan government is agitating and the Parliament is paralyzed; a policy of scorched earth is developed.
The question in Catalonia must be, with some variations, the one that the centers of power, analysis and influence formulate in Madrid:
What is the real political mission of Quim Torra?
The answer begins to be outlined with certainty: externalize the political decisions of the Catalan autonomous institutions, or in other words, destroy the autonomous system in Catalonia by demolishing its reputation and paralyzing its activity. The independentist process has had a constant destructive purpose. Both social, economic, and political-institutional.
The first damage is there. It has fractured the Catalan society that was the great achievement of the Catalanism of the transition. There is not "one people", but two, facing each other and with their back turne. The business tissue has deteriorated although its effects will be verifiable deferred while social effects are already verifiable. The party model has entered implosion. And at the time that all this was happening, a parallel reality has been created, following the model of political legality and legitimacy substitution that culminated in the Catalan Parliament on September 6 and 7, 2017 with the approval of the disconnection laws. That alternative model to the validity of the Constitution and the Statute is the one that Torra has the mission to generalize.
For the time being it has managed to paralyze its own Government, which is dedicated to activism, agitation and propaganda. The government management would be, in this logic, the "crumbs" to which Eduard Pujol referred to trying to counterpose them to the greatness of the republican objective. What matters is the republic, not the sanitary waiting lists. The Parliament is tied up and with symptoms of arteriosclerosis. And, finally, the reputation of the whole of the Generalitat deteriorates in plain sight. There is no integral autonomic institution. See the bleak example of the dilapidated image of the Mossos d'Esquadra.
The future republic, in the lunatic version of Carles Puigdemont, Torra and Josep Costa would not be institutionalized in the autonomic workforce, no matter how historic the Generalitat is, but in a new plant system led by the president of the Consell de la República as a germinal organ executive and the planned Assembly of Representatives that would be the embryo of a new legislative. The party-guide would not be a coalition of circumstances between republicans and exconvergents, but the Crida for the Republic, a unification of the national movement for Catalan independence that would leave the absolute marginalization of the "unionist" parties.
The leadership of Junqueras
The work of a pickaxe -not that of engineering- requires a rough type, convinced and without worries of continuity. Torra offers the perfect profile of a destructive leader, called to demolish so that later the architects of the republic come, some in jail and others in the euphemistic "exile". The independence fight is waged in a second scenario almost in a private session: the hunger strike of four imprisoned politicians is not only perpetrated mainly against the rhythms of debate and decision of the Constitutional Court, but especially against the eventual emergence of the martyr leadership of Oriol Junqueras The appeal to the Slovenian road is not improvised. It is part of the subversive void of institutional references and coexistence that Torra is entrusted to create in a Catalonia in which, if the radical independentistas do not control it, their adversaries will never be able to do so. The plan is for the enemy to be left on scorched earth and the vicar of the Generalitat is in charge of razing the country to become a permanent source of tension in a key European geostrategic area, destabilizing a Spain in which the Catalan weight (area, demography, GDP) is of substantial importance.
The alternative in a possible Catalan state are the Consell de la República, the Assembly of Representatives and the Crida
Hence, the flight forward, the rupture, and even the violence (which will come in intensity greater than the one we are contemplating) are only ingredients of this purpose of dismantling the Catalan institutionalization. Nothing has to relate the future of Catalonia with its present autonomy. There fits the Slovenian way and the historical evocation to the Balkan disaster. The Yugoslav symmetry already had some essayists who "normalized" the belief that if in the dictatorship of Tito the Yugoslavs did not exist, in the Spain of 2018, the Spaniards are "rara avis" because the recognizable stocks are the nationals of an artifact called Spain that has historically not been a melting pot.
Spanish socialism, after Felipe González, has incurred the defect of the adamantism. He believed, with an analysis, in the best of cases, naive, and at worst, ignorant, that the Catalan conflict was not the main responsibility of the separatists. Pedro Sánchez wanted, but could not. He has miscalculated, as Josep Borrell recognizes, although luck has not accompanied him: there are not many characters as unfortunate as Torra in the history of Catalonia and Spain. The head of the Government is already convinced of this diagnosis and he put together his speech last Wednesday in Congress.
'Black December'
On the 21st of this 'black December' we will be able to introduce the probe and know the scope of the balkanization that secessionism intends, which, against all good faith and common sense, has arbitrarily converted a Council of Ministers into a provocation.
Distorting the spirit of decisions is part of the destructive fate entrusted to Torra and how faithfully he fulfills it. And this is, in broad strokes, the interpretation of the Catalan crisis that already hegemonizes the political environment of a Madrid in boiling.
