THE CATALAN CROSSROADS - Fragile distension in Barcelona

Sánchez marks profile in a Council of Ministers in Barcelona surrounded by protests and altercations. 

The CDR collide again with the Mossos but do not achieve their goal of collapsing Catalunya. 

The last day of an autumn that was presaged much more incandescent than it has been reproduced the pattern that has followed the Catalonia of the 'procés' during this year, 1 year after the lashes of autumn of 2017. The policy of relaxation was imposed on the stalker coordinated siege of independent sectors, which, encouraged to "tighten" for months by the 'president' Quim Torra, failed to block Barcelona or prevent the Council of Ministers of Pedro Sánchez from flying back to Madrid having exhibited a battery of measures economic and social, and with the commitment of the Generalitat to strengthen dialogue and seek a "political proposal" majority within the framework of the law. The written test of a treason of State for some rights with which the PSOE will wage a very hard battle in 2019.

In recent days, both governments had placed preventative hot pads in an environment that had been poached by Torra's commitment to the Slovenian route and Sanchez's threat to mobilize the police and the Civil Guard if the Mossos looked the other way when confronted to the CDR. A tactic riveted on Thursday at the Palau de Pedralbes with its joint declaration in pursuit of an "effective dialogue" that entails strong risks, because it seems incompatible with the unilateral impulses on one side and because it anchors the other on a path that can lead to a dead end just when the rights are more emboldened than ever.

Calls for serenity by the Generalitat itself and even by imprisoned politicians reduced the follow-up of the protests to a much lower number than was predicted, which did not prevent the center of Barcelona from experiencing a stressful morning, mainly in the outskirts of a Llotja de Mar fortified by two police cords and a security perimeter of one kilometer. The various mobilizations of the CDR were answered with charges by the Mossos d'Esquadra and left 13 detainees and 77 slightly injured, including 35 Mossos and an Intereconomía journalist.

The boycotts beyond Barcelona consisted of a trickle from dawn to lunch time of road cuts, highways and motorways that aimed to collapse the great arteries of Catalonia and, above all, the accesses to the capital.

REASONABLE NORMALITY

However, although mobility by road was complicated throughout the morning in and out of Barcelona, ​​the Mossos opened step with diligence and public transport worked without too many problems, also despite the call for strikes in Renfe. For most basic services, it was also yesterday like any other day.

The morning riots contrasted in tone and in affluence of followers with the peaceful evening demonstration (some 40,000 people, according to Guàrdia Urbana), which highlighted the two souls that divide the partners of the Govern and the whole of secessionism: playing in the street the letter of the shock without truce with the State or transfer that item to the negotiation table to obtain short and medium term revenues that allow to increase in the long term the social support of the cause.

Sanchez and his ministers heard the protests in the distance as they walked towards La Llotja. Already gathered, they gave the go-ahead to several of the star measures advanced in recent days, such as the raise of the minimum wage to 900 euros, the highest of democracy, and the increase of 2.25% of the salary of public employees, the highest of the last decade. In another of Sanchez's battle horses, the fight against criminal machismo laid the cornerstone of criminal reform to typify any "sexual behavior" toward a woman without her consent as a crime of sexual assault punished with imprisonment.

And the Catalan folder? With the dialogue "channeled" - in the words of the government spokesperson, Isabel Celaá - in the mini-summit on Thursday, the Council of Ministers approved an effective measure (85 million for the improvement of roads) and two symbolics that, as is often the case, they did not like the Generalitat. The Socialist Executive will rename the El Prat airport with the name of Josep Tarradellas, a figure that has long been interested in vindicating constitutionalism as an example of pragmatism.

GESTURE WITH COMPANYS

Another symbol (and martyr) very invoked in these years of 'proces', in this case by the secessionists, Lluis Companys, yesterday obtained a new reparative gesture of a PSOE Government. A declaration of condemnation of the Francoist war council that culminated in his assassination in 1940. The Catalan Executive missed again the annulment of the trial, but Minister Meritxell Batet recalled that this measure could be approved next year in Congress if approved a bill that is currently in process.

With the passage of the Council of Ministers for Barcelona, ​​Sánchez closes the year saving the bridges with his partners of the motion of censure and deepening the gap with the PP and Citizens. Torra, for its part, will debut the 2019 sandwich between Waterloo, Lledoners and Pedralbes. Probably, the judgment of the 'procés' will dictate sentence ... for all.
