Torra was scolded by the Spanish Consul in San Francisco, United States.

The 'president' receives a setback at Stanford University by Diego Muñiz, representative in San Francisco, who reminded him that "dialogue must be channeled into the Constitution"

Multiple annoyances trouble Quim Torra in the US. The President of the Generalitat de Catalunya received a setback at the Stanford University, in Palo Alto (United States), where he gave a lecture on the Catalan crisis invited by the Martin Luther King Institute.

The general consul of the Ministry of Foreign Affairs in San Francisco, Diego Muñiz Lovelace, took the president to task during his speech, in which the also pro-independence activist has shelled the usual discourse on secession: international mediation, self-determination and pressure on the Spanish Government. Given these statements, the diplomatic representative has responded to the head of the regional government, giving rise to an intense debate between the two.

"Dialogue yes, but within the Constitution"

Muñiz Lovelace has replied to Torra that the Government "has repeatedly expressed its willingness to dialogue, but always within the limits of the Constitution." The diplomatic legate has also called on the Government representative to "respect the laws" and recalled that the national legal order "does not contemplate the possibility of a referendum of independence." Likewise, Muñiz has emphasized that national legislation elevates the "unity of Spain" as a non-negotiable principle.

For its part, Torra has presented the usual arguments of the secessionists. He has asked the United States for help to "force the government to the negotiating table" since, in his view, the "national establishment" blocks that possibility. Challenging before the consul, Torra has announced that "the Catalan people can change things and will do it, in fact, it already did [in reference to the illegal referendum of October 1, 2017 in Catalonia] and will do it again." He insisted on holding a secession consultation and criticized the Executive "for always preventing it, under any circumstances."

A media and diplomatic 'puncture' on the trip

The setback of the Consul General of the Kingdom of Spain in San Francisco is the last misstep of Quim Torra on his trip to the United States. Before the exchange with the diplomatic representative, which took place during the question time, it transpired that the president was followed only by the Catalan public media. Their political meetings have not had a high level either. He has spoken with David Bieter, mayor of Boise (Idaho), a first mayor akin to Basque nationalism who speaks Basque.

While Torra made its propagandistic journey through the United States, the PDeCAT set the conditions to give the green light to the processing of the General State Budgets (PGE) for 2019, presented yesterday by the Spanish Government. His party did it from Waterloo (Belgium), where Carles Puigdemont, former president of the Generalitat and predecessor of the current president, remains fleeing from justice. The fugitive also demanded international mediation and a dialogue table to give his yes to the accounts.
