The Executive activates the plan to improve the image of justice abroad to days of the sight of 'próces'
The central Government and the Catalan Generalitat have deployed, on the eve of the trial to the leaders of the independence process in the Supreme Court, a political, legal and diplomatic battle abroad to win supporters and explain their arguments. The Executive of Pedro Sanchez has formalized that dispute in Brussels through the head of the Global Spain brand to dismantle the attacks of the Catalan Government. Meanwhile, the Foreign Catalan Minister, Alfred Bosch, met Wednesday in Madrid with six European ambassadors and this Thursday will campaign in London.
Given the proximity of the trial to imprisoned pro-independence politicians, one of the government's concerns is that nationalism will launch a propaganda offensive similar to the one that followed the 1-O referendum that questions the democratic quality of Spain. The Secretary of State of Spain Global, Irene Lozano, said last Tuesday in Brussels that she will defend Spain's reputation in the face of possible attempts to discredit its institutions through false news, something that has greatly annoyed the Catalan government and has spurred it to activate its own counterattack strategy abroad.
Lozano confirmed that the Sanchez government is actively trying to correct errors of communication in the past, when the Executive of Mariano Rajoy opted for a low profile in front of the independence story to avoid amplifying his message, something he tried to correct later without too much success. Both Lozano and the Foreign Minister, the Catalan Josep Borrell, advanced from the first moment of arriving at their posts their willingness to multiply contacts with foreign correspondents in Spain. The Ministry has given orders to the embassies to quickly and forcefully replicate any disinformation campaign about the conflict in Catalonia. "It has been necessary to build a clear narrative of what we are as democracy," lamented Lozano.
The instrument to project an image of the country different from that which the pro-independentists diffuse will be Global Spain, the relay of Marca España. Lozano has already initiated those contacts during two days of official visit to Brussels. She has been with the spokespersons of the Commission and the European Parliament, with a group of Spanish MEPs, and with the Belgian Foreign Minister, Didier Reynders. In the second phase of this external displacement, this Wednesday she moved to London to deliver a speech in the House of Lords.
Tho the British capital also arrived Wednesday the Catalan Foreign Minister, Alfred Bosch, a position previously held by Raül Romeva, one of the Catalan politicians imprisoned for their participation in the procés. Bosch traveled from Madrid, where he held a series of bilateral meetings with six ambassadors of European countries accredited in the capital of Spain. To all he sent the same message about the trial to the independence leaders: that they do not trust the story projected by the central government and the Spanish media in general, that they try to follow the sessions as directly as possible and without intermediaries and if they have any questions or queries, contact the people in charge of the Generalitat. The ambassadors expressed concern over the conflict and its economic repercussions, according to diplomatic sources.
Conseller Bosch has also relaunched the rounds of interviews and meetings with correspondents in Spain and international media. That is one of the objectives of his two-day visit to London. In the British capital will open on Thursday the new delegation of the Generalitat, held political and media events and participate in a conference-debate at the London School of Economics with the ex-member escaped Clara Ponsati and his lawyer, Aamer Anwar, moderated by the historian Paul Preston.
One of the obsessions now of the Catalan Executive, as confirmed by his appointment in Madrid, Counselor Bosch, is to counter the attempts of the central government to dismantle the so-called fake news (false news) related to the procés and, above all, to the impending trial in the Supreme. ERC has even asked that Lozano explain in Congress her intentions in that regard.
Former Catalan President Carles Puigdemont, present in Dublin since last Tuesday to meet with leaders such as the mayor of the Irish capital and former Prime Minister Bertie Ahern, gave a talk at Trinity College and there disqualified the activity of Global Spain as "propaganda paid for all. "
On the legal front, the Ministry of Justice has already activated another plan, advanced by EL PAÍS, to improve the image of Spanish courts abroad through the figure of liaison magistrates who are displaced to other countries. And it has done so despite the fact that the project, designed in the autumn, was planned to be launched through a Royal Decree, which has not yet reached the table of the Council of Ministers, but which will be taken to this body in the coming weeks, according to sources of the ministry directed by Dolores Delgado.
Didactic liaison judges
The Secretary of State for Justice, Manuel Dolz, signed this January a resolution to open for the first time to all career judges and prosecutors the call to appoint the liaison judge in the United Kingdom and Ireland, vacant since Delgado decided in September cease Gemma Galician, appointed by the Executive of the PP and linked to the popular party, who proposed her to occupy a position as member of the Judiciary.
The ministry wants to promote the figure of this type of magistrates abroad, a position very coveted in the judicial career and always considered as a prize. With the new system, the liaison judge will be chosen by a commission of three members - a representative of the Ministry of Justice, another from the General Council of the Judiciary and another from the State Attorney General - who will screen the curriculums of the interested parties to offer a triple of options to the minister based on criteria of "transparency and professionalism".
Justice also seeks to expand its number to implement them in countries where there are currently none, such as Belgium and Germany, two States that have played a key role during the process. The idea of the Executive is that these judges, who are in charge of maintaining direct contact with the magistrates of the countries of destination, take the opportunity to explain the details of the fully democratic functioning of the Spanish judicial system. Sources of Justice insist that it is important to launch a discourse of seriousness and solvency towards the outside and to banish the hoaxes that pro-independence spreads.
-->Torra: "This is the shame of the Kingdom of Spain"
On the eve of the imprisoned independence leaders traveling to Madrid jails to face the trial, the president of the Generalitat, Quim Torra, criticized this Wednesday the case against the consultation of October 1, 2017, and defended that the defendants "have committed no crime. " The president asked for his acquittal and defended that in judging them a "democratic mandate" is judged. "This is the shame that the Kingdom of Spain will have to face for many years," said Torra. "They have taken away a freedom, a time, a few years and some experiences that no one can give back, and we are going to remember also that ," he added in an act of support for the prisoners.
